西安外事学院:坚持党建引领 筑牢前沿阵地
坚持党的领导是(shi)保证办学育人正确(que)方向和改革(ge)试点取(qu)得成功的核心与关(guan)键,是(shi)中国特色社(she)会主义教育事业最(zui)大的政治(zhi)优(you)势和制度优(you)势。西安(an)外事学院高度重视(shi)加强党的建(jian)(jian)设,以(yi)高质量党建(jian)(jian)成效引领各项事业健(jian)康(kang)发(fa)展,引领“一站式”学生社(she)区(qu)建(jian)(jian)设不(bu)断向纵深推进。
一、坚持党建引领,完善育人体系
一是坚持党(dang)建(jian)(jian)引(yin)领(ling)。建(jian)(jian)立党(dang)政(zheng)“双向三层(ceng)位”全面融合(he)(he)的(de)(de)(de)治(zhi)理(li)体(ti)(ti)系,学(xue)(xue)(xue)(xue)(xue)校(xiao)党(dang)委(wei)和(he)各级(ji)基层(ceng)组织从(cong)决策、执行到落实(shi)上下贯(guan)通、高(gao)度(du)协(xie)(xie)同(tong)(tong)(tong)(tong),以(yi)党(dang)建(jian)(jian)成(cheng)(cheng)(cheng)效引(yin)领(ling)“一站式(shi)”改革坚定(ding)有力开展。完(wan)善(shan)董事(shi)长(zhang)(zhang)(zhang)、校(xiao)党(dang)委(wei)书(shu)(shu)(shu)记任(ren)组长(zhang)(zhang)(zhang),学(xue)(xue)(xue)(xue)(xue)工部(bu)部(bu)长(zhang)(zhang)(zhang)任(ren)副组长(zhang)(zhang)(zhang),书(shu)(shu)(shu)院(yuan)(yuan)院(yuan)(yuan)长(zhang)(zhang)(zhang)、相关业务办公室负责(ze)同(tong)(tong)(tong)(tong)志(zhi)为(wei)成(cheng)(cheng)(cheng)员(yuan)的(de)(de)(de)思想政(zheng)治(zhi)工作(zuo)(zuo)领(ling)导(dao)(dao)(dao)(dao)(dao)小组,整(zheng)(zheng)体(ti)(ti)部(bu)署和(he)组织协(xie)(xie)调学(xue)(xue)(xue)(xue)(xue)生(sheng)思想政(zheng)治(zhi)工作(zuo)(zuo)。二是完(wan)善(shan)育(yu)人(ren)体(ti)(ti)系。全面推行“学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)+书(shu)(shu)(shu)院(yuan)(yuan)”正蒙(meng)导(dao)(dao)(dao)(dao)(dao)师(shi)制育(yu)人(ren)模式(shi),不断完(wan)善(shan)育(yu)人(ren)架(jia)构(gou)(gou),提升综合(he)(he)育(yu)人(ren)能力,学(xue)(xue)(xue)(xue)(xue)校(xiao)设立书(shu)(shu)(shu)院(yuan)(yuan)总院(yuan)(yuan),党(dang)委(wei)书(shu)(shu)(shu)记和(he)校(xiao)长(zhang)(zhang)(zhang)任(ren)书(shu)(shu)(shu)院(yuan)(yuan)院(yuan)(yuan)长(zhang)(zhang)(zhang),五个二级(ji)学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)对(dui)(dui)(dui)应(ying)设立五个分书(shu)(shu)(shu)院(yuan)(yuan),二级(ji)学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)院(yuan)(yuan)长(zhang)(zhang)(zhang)和(he)党(dang)委(wei)书(shu)(shu)(shu)记分别担任(ren)分院(yuan)(yuan)院(yuan)(yuan)长(zhang)(zhang)(zhang)、副院(yuan)(yuan)长(zhang)(zhang)(zhang),使学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)专(zhuan)业教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)与书(shu)(shu)(shu)院(yuan)(yuan)管(guan)(guan)(guan)理(li)育(yu)人(ren)工作(zuo)(zuo)紧密衔接、深(shen)度(du)融合(he)(he),实(shi)现“教(jiao)(jiao)(jiao)、管(guan)(guan)(guan)、育(yu)”贯(guan)通,形(xing)成(cheng)(cheng)(cheng)从(cong)专(zhuan)业教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)到素质教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)完(wan)整(zheng)(zheng)育(yu)人(ren)体(ti)(ti)系。三是建(jian)(jian)立正蒙(meng)导(dao)(dao)(dao)(dao)(dao)师(shi)协(xie)(xie)同(tong)(tong)(tong)(tong)育(yu)人(ren)共(gong)同(tong)(tong)(tong)(tong)体(ti)(ti)。遴(lin)选317名德才兼备的(de)(de)(de)党(dang)员(yuan)干(gan)部(bu)组成(cheng)(cheng)(cheng)正蒙(meng)导(dao)(dao)(dao)(dao)(dao)师(shi)队(dui)伍进驻书(shu)(shu)(shu)院(yuan)(yuan),与辅导(dao)(dao)(dao)(dao)(dao)员(yuan)形(xing)成(cheng)(cheng)(cheng)“1+2”协(xie)(xie)同(tong)(tong)(tong)(tong)育(yu)人(ren)小组。辅导(dao)(dao)(dao)(dao)(dao)员(yuan)以(yi)书(shu)(shu)(shu)院(yuan)(yuan)学(xue)(xue)(xue)(xue)(xue)生(sheng)教(jiao)(jiao)(jiao)育(yu)管(guan)(guan)(guan)理(li)为(wei)主(zhu)责(ze),以(yi)学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)学(xue)(xue)(xue)(xue)(xue)生(sheng)思想引(yin)领(ling)为(wei)协(xie)(xie)同(tong)(tong)(tong)(tong),按照“书(shu)(shu)(shu)院(yuan)(yuan)—楼(lou)-层(ceng)-学(xue)(xue)(xue)(xue)(xue)社(班)-宿舍”五位一体(ti)(ti)的(de)(de)(de)网格化管(guan)(guan)(guan)理(li)架(jia)构(gou)(gou),对(dui)(dui)(dui)学(xue)(xue)(xue)(xue)(xue)生(sheng)实(shi)施教(jiao)(jiao)(jiao)育(yu)管(guan)(guan)(guan)理(li);正蒙(meng)导(dao)(dao)(dao)(dao)(dao)师(shi)以(yi)学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)学(xue)(xue)(xue)(xue)(xue)生(sheng)教(jiao)(jiao)(jiao)育(yu)管(guan)(guan)(guan)理(li)为(wei)主(zhu)责(ze),以(yi)书(shu)(shu)(shu)院(yuan)(yuan)学(xue)(xue)(xue)(xue)(xue)生(sheng)文(wen)明行为(wei)养成(cheng)(cheng)(cheng)为(wei)协(xie)(xie)同(tong)(tong)(tong)(tong),按照“学(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)-系-专(zhuan)业班级(ji)”三位一体(ti)(ti)管(guan)(guan)(guan)理(li)架(jia)构(gou)(gou),对(dui)(dui)(dui)学(xue)(xue)(xue)(xue)(xue)生(sheng)加强教(jiao)(jiao)(jiao)育(yu)管(guan)(guan)(guan)理(li),构(gou)(gou)建(jian)(jian)共(gong)同(tong)(tong)(tong)(tong)参与、同(tong)(tong)(tong)(tong)向同(tong)(tong)(tong)(tong)行的(de)(de)(de)“育(yu)人(ren)共(gong)同(tong)(tong)(tong)(tong)体(ti)(ti)”。
二、建强基层组织,夯实育人根基
一(yi)(yi)是(shi)建(jian)(jian)强(qiang)(qiang)基(ji)层(ceng)(ceng)(ceng)组(zu)(zu)(zu)织(zhi)。坚持学(xue)(xue)(xue)生(sheng)(sheng)在(zai)哪(na)里(li)党组(zu)(zu)(zu)织(zhi)就建(jian)(jian)设(she)到(dao)哪(na)里(li),党的(de)管理育人工(gong)(gong)作(zuo)(zuo)就跟(gen)进(jin)到(dao)哪(na)里(li),以社(she)(she)区楼宇为(wei)单位完善党组(zu)(zu)(zu)织(zhi)设(she)置,为(wei)社(she)(she)区不(bu)(bu)同(tong)(tong)学(xue)(xue)(xue)院、不(bu)(bu)同(tong)(tong)专业、不(bu)(bu)同(tong)(tong)宿舍的(de)学(xue)(xue)(xue)生(sheng)(sheng)党员(yuan)(yuan)(yuan)开展集中(zhong)学(xue)(xue)(xue)习教育创造(zao)有(you)利(li)条件。充分发挥党建(jian)(jian)中(zhong)心(xin)和(he)党员(yuan)(yuan)(yuan)服(fu)务(wu)(wu)站(zhan)的(de)作(zuo)(zuo)用(yong),形成“三级网格(ge)四级指导”工(gong)(gong)作(zuo)(zuo)机制(zhi)(zhi),建(jian)(jian)立党员(yuan)(yuan)(yuan)理论教育、考评推优、活动开展、服(fu)务(wu)(wu)群众等“四到(dao)书院”措施(shi)。持续(xu)推进(jin)基(ji)层(ceng)(ceng)(ceng)示(shi)范(fan)党建(jian)(jian)和(he)质量(liang)创优工(gong)(gong)作(zuo)(zuo),把高(gao)质量(liang)党建(jian)(jian)成效向学(xue)(xue)(xue)生(sheng)(sheng)社(she)(she)区延伸(shen)拓展,全(quan)面建(jian)(jian)强(qiang)(qiang)基(ji)层(ceng)(ceng)(ceng)组(zu)(zu)(zu)织(zhi),夯实育人根基(ji)。二是(shi)强(qiang)(qiang)化(hua)服(fu)务(wu)(wu)职(zhi)(zhi)能。牢固树立为(wei)师(shi)生(sheng)(sheng)服(fu)务(wu)(wu)的(de)思想,强(qiang)(qiang)化(hua)基(ji)层(ceng)(ceng)(ceng)党组(zu)(zu)(zu)织(zhi)服(fu)务(wu)(wu)职(zhi)(zhi)能,开展基(ji)层(ceng)(ceng)(ceng)党支部(bu)为(wei)师(shi)生(sheng)(sheng)办实事、解难题活动,制(zhi)(zhi)定《书院学(xue)(xue)(xue)生(sheng)(sheng)党员(yuan)(yuan)(yuan)积(ji)(ji)分制(zhi)(zhi)管理实施(shi)细(xi)则》,设(she)立党员(yuan)(yuan)(yuan)示(shi)范(fan)岗(gang),实施(shi)党员(yuan)(yuan)(yuan)“1+n”精准帮(bang)扶(fu),持续(xu)开展“党员(yuan)(yuan)(yuan)亮(liang)身份(fen)(fen)”活动,全(quan)面提(ti)升(sheng)基(ji)层(ceng)(ceng)(ceng)党组(zu)(zu)(zu)织(zhi)服(fu)务(wu)(wu)能力,实现(xian)基(ji)层(ceng)(ceng)(ceng)党建(jian)(jian)工(gong)(gong)作(zuo)(zuo)与师(shi)生(sheng)(sheng)学(xue)(xue)(xue)习、工(gong)(gong)作(zuo)(zuo)、生(sheng)(sheng)活有(you)机结合,打(da)通服(fu)务(wu)(wu)学(xue)(xue)(xue)生(sheng)(sheng)的(de)“最后一(yi)(yi)公里(li)”。三是(shi)突出实战(zhan)锤(chui)炼(lian)。坚持在(zai)重(zhong)(zhong)大(da)任务(wu)(wu)、重(zhong)(zhong)要工(gong)(gong)作(zuo)(zuo)中(zhong)检验和(he)锤(chui)炼(lian)党性,巩固强(qiang)(qiang)化(hua)组(zu)(zu)(zu)织(zhi)战(zhan)斗力。疫(yi)(yi)情(qing)防(fang)(fang)控(kong)期间,社(she)(she)区党组(zu)(zu)(zu)织(zhi)和(he)全(quan)体(ti)党员(yuan)(yuan)(yuan)积(ji)(ji)极响应号(hao)召,团(tuan)结一(yi)(yi)致,迎难而(er)上(shang),纷纷投入(ru)到(dao)抗击疫(yi)(yi)情(qing)的(de)战(zhan)斗中(zhong),全(quan)力做好疫(yi)(yi)情(qing)防(fang)(fang)控(kong)工(gong)(gong)作(zuo)(zuo),以实际行动践行对党的(de)誓(shi)言。全(quan)体(ti)党员(yuan)(yuan)(yuan)用(yong)爱心(xin)点(dian)亮(liang)希望,用(yong)行动书写大(da)爱,踊跃为(wei)学(xue)(xue)(xue)校疫(yi)(yi)情(qing)防(fang)(fang)控(kong)工(gong)(gong)作(zuo)(zuo)捐(juan)款捐(juan)物,尽(jin)自己一(yi)(yi)份(fen)(fen)力量(liang),真正做到(dao)“一(yi)(yi)名党员(yuan)(yuan)(yuan)一(yi)(yi)面旗帜,一(yi)(yi)颗(ke)初心(xin)一(yi)(yi)份(fen)(fen)责任”。
三、强化思政育人,筑牢前沿阵地
一(yi)是(shi)打造社(she)区(qu)思(si)(si)(si)政(zheng)“小课(ke)堂(tang)”。以(yi)(yi)“一(yi)站式(shi)”社(she)区(qu)为育(yu)(yu)人阵地(di),建(jian)(jian)立(li)社(she)区(qu)思(si)(si)(si)政(zheng)“小课(ke)堂(tang)”,校(xiao)(xiao)长、书(shu)记、学(xue)校(xiao)(xiao)党(dang)委(wei)委(wei)员,以(yi)(yi)及二级(ji)(ji)学(xue)院(yuan)(yuan)党(dang)政(zheng)领导(dao)带头走进(jin)社(she)区(qu),给学(xue)生(sheng)讲党(dang)课(ke)、讲思(si)(si)(si)政(zheng)课(ke),打造精(jing)品(pin)课(ke)堂(tang),强化思(si)(si)(si)想(xiang)武装,铸牢精(jing)神支柱。二是(shi)激(ji)发思(si)(si)(si)政(zheng)工(gong)作效(xiao)能。构(gou)建(jian)(jian)“书(shu)院(yuan)(yuan)-楼-层-学(xue)社(she)-宿(su)舍”层级(ji)(ji)管理架(jia)构(gou)和(he)(he)“五长制”网格化管理体系,建(jian)(jian)立(li)学(xue)校(xiao)(xiao)中层以(yi)(yi)上干部全员“联系楼长”制度、书(shu)院(yuan)(yuan)和(he)(he)学(xue)院(yuan)(yuan)联席会议制度、辅导(dao)员和(he)(he)正蒙导(dao)师“1+2”小组结(jie)对(dui)融合制度,充分激(ji)发学(xue)院(yuan)(yuan)、书(shu)院(yuan)(yuan)协同育(yu)(yu)人动(dong)能和(he)(he)思(si)(si)(si)政(zheng)教育(yu)(yu)效(xiao)能。三是(shi)坚(jian)(jian)持党(dang)建(jian)(jian)带团建(jian)(jian)、“开(kai)门(men)办(ban)(ban)思(si)(si)(si)政(zheng)”。坚(jian)(jian)持以(yi)(yi)党(dang)建(jian)(jian)带团建(jian)(jian),丰(feng)富育(yu)(yu)人形式(shi),激(ji)发育(yu)(yu)人活(huo)力,建(jian)(jian)立(li)线(xian)上线(xian)下思(si)(si)(si)政(zheng)园地(di),立(li)足社(she)区(qu)平台(tai)开(kai)展(zhan)形式(shi)多样的团学(xue)活(huo)动(dong),拓展(zhan)学(xue)生(sheng)视野,增长学(xue)生(sheng)见识(shi),促进(jin)学(xue)生(sheng)成长。坚(jian)(jian)持“开(kai)门(men)办(ban)(ban)思(si)(si)(si)政(zheng)”,聘请校(xiao)(xiao)外(wai)专(zhuan)家担任校(xiao)(xiao)外(wai)辅导(dao)员,将(jiang)(jiang)中国(guo)(guo)特色社(she)会主义(yi)建(jian)(jian)设最新(xin)实践成果、最鲜活(huo)的案例带进(jin)书(shu)院(yuan)(yuan),将(jiang)(jiang)革命文化、社(she)会主义(yi)先进(jin)文化的丰(feng)富内涵引进(jin)书(shu)院(yuan)(yuan),将(jiang)(jiang)家国(guo)(guo)情(qing)怀根植于学(xue)生(sheng)内心,把(ba)“一(yi)站式(shi)”社(she)区(qu)打造成全方(fang)位(wei)开(kai)展(zhan)思(si)(si)(si)政(zheng)育(yu)(yu)人的前沿阵地(di)。
